I know the point of getting 4k is to play at a higher map size (with more of the rift visible) as well as the higher resolution. However, I think that zoom out is capped at 1440p so people don't abuse multiple screen and view like the entire rift in different screens.

I think it's the perfect size. I wouldn't go bigger though, but 24 inch is also perfectly fine. I have a 27" 1440 screen, not sure if it's me or not but sometimes I lose my cursor position, but I also don't keep my screen centered on my champ. League doesn't need a great video card for high fps, I have my screen at 120hz and freesync enabled.
The lower resoluation you play league at the better. A lot of pro players in league, sc2, cs, dota all play at lowest or low resolution because of the advatages. Less eye movement, you can take in more at a glance. Less mouse movement, it's faster to get your mouse from x to y because shorter distance.
500hz and 1000hz is absolutely not noticable during rapid movements (let alone anything beyond 1k) like on the pictures provided. what is noticable however is the stutter coming from spamming your CPU with update requests like with 2k/4k/8k hz polling rate. you are talking about 1ms and below difference in cursor delay.
The cursor is still drawn on top of your window like every other window. Unless you made your own raw input. But 100% sure your cursor moves through whatever the resolution of the window is. Your mouse if it is a vector couldn't be a 3D one. Most games don't let you move the camera with depth, height and width from the mouse.
